Adds optional 'unterzeile' and 'beschreibungstext' fields to
WahlSektion so extra context can be shown alongside a section during
live voting. The admin's live-voting overview and the voter-facing
ballot page now display the antragstellende Person and the full
Antragstext for each Antrag being voted on, matching how they're
shown on the 'Aktuelle Abstimmung' overview page. Regular elections
are unaffected since these fields default to empty.
Replaces the fixed Row (with a Spacer) in the Anträge page header
with a Wrap layout, so the title and action buttons reflow onto a
new line instead of overflowing horizontally on narrower windows.
