Restore pre-unification Wahlen and Anwesenheit page designs bf6cce632e

Reverts the design unification introduced in e261b99 and the
follow-up button-alignment tweak in 46e2d37. Brings back the
pre-unification layouts for the Wahlen, Anwesenheit (Erzeugung),
Wahlergebnis and Wahl-Editor pages:

Wahlen:
- Drops the 'Wahlen' page-title header.
- Removes the always-shown 'Vergangene Wahlen (N)' count to avoid
  pre-empting layout shift (no count when list is empty).
- Reverts the Neuwahl/Erstwahl chip to the original solid color
  (no tinted background + border).
- Splits the Ämter wählen header back into 'Wahl starten' on its
  own row and 'Online-Wahl erstellen' in a separate card section.
- Removes the CustomScrollView / SliverFillRemaining overflow
  fix; the fixed-header layout is restored.
- Restores the page-level horizontal overflow on long section
  names (the overflow/maxLines safety on the Neuwahl/Erstwahl
  checkbox title is removed).

Anwesenheit (ErzeugungPage):
- Removes the page title header; the 'Anwesenheitsliste erzeugen'
  button goes back to a detached full-width position at the bottom.
- Splits the unified settings card back into separate Sitzungstyp
  and Datum cards with hand-rolled Radio/GestureDetector rows
  (SegmentedButton removed).
- Reverts CheckboxListTile back to a manual Row+Checkbox for the
  'select all' affordance.

WahlergebnisPage: restores the stacked FloatingActionButtons and
the AppBar action icon in place of the unified header-row action
Wrap.

WahlEditor: moves the 'Wählen' action back into the AppBar,
removing the body header row / 'Sektionen (N)' pairing.
